In case you have users with both Power BI Pro and Power BI Free, they will not be able to share everything.
I just made a test and got the following result:
Using a Power BI Pro I did:
- A Dataset (refreshing every hour)
- A Report
- A Dashboard
- Shared with a Power BI Free user
Using a Power BI Free Users I did:
- Got an email to access the Dashboard
- Could access the Dashboard, but without enough permissions to load the data
- Could access the Report and allowed to see the data by clicking on any Dashboard item
